The NATO aerial bombardment of Yugoslavia in 1999 was a flagrant crime of aggression in violation of Article 2.4 of the UN Charter. When British Foreign Secretary Robin Cook told Secretary of State Albright that the U.K. was having "difficulties with its lawyers" over the planned attack, she told him the U.K. should "get new lawyers," according to her deputy James Rubin.
