On this day in history, December 17, 1884, Republican Congressman James O'Hara spoke, on the floor of the House of Representatives, about the increasing number of Jim Crow laws being established in southern states.
During his speech O'Hara said, "We are all Americans. That the matter whether a man is black or white, he is an American citizen and the protection and support of this great Republic should be held over him regardless of his color."
